Technology Sourcing Programme (TSP)

HMRC has one of the most complex IT estates in Europe with over 600 systems/800 terabytes of data/1,000 IT changes a month and a 24/7 IT operation. These are nationally critical systems serving 45m customers/over 5 million businesses taxpayers accounting for £737 billion in tax revenue

. HMRC faced a once in a generation challenge of disaggregating a handful of monolithic contracts, that had run for 25+ years and were due to expire at the same date. From January 2021 to June 2022, 121 contracts were awarded by the team, with 27 competitive procurements run as part of TSP.
