Technology Sourcing Programme (TSP)

HMRC faced a once in a generation challenge of disaggregating a handful of monolithic contracts, that had run for 25+ years, were worth over £1bn in IT spend pa, were due to expire yet accounted for the majority of IT services across the estate. It could be argued that the services affect more citizens than any other organisation in the UK.

Through strong leadership, project management, market engagement and flexible approach to sourcing from January 2021 to June 2022, 121 contracts across a diverse supply chain were awarded by the team, with 27 competitive procurements run as part of TSP.
