The Ministry underwent an ambitious task of moving its existing 112 road operation & maintenance contracts covering +73,000km of road towards being the first ministerial entity within the Kingdom utilising Performance Based Contracts. This required developing bespoke procurement arrangements with a hybrid contract form between a defined scope for a lump sum and a framework call-off arrangement.
This involved multiple components to ensure this $3bn+ value transformation was successful:
