The Gatwick IRCs/PDA re-procurement was delivered in a complex environment. It was subject to media and parliamentary interest following a BBC expose highlighting the mistreatment of detainees; Independent reviews focussed on staff morale, culture, recruitment and training. Whilst the operational service was challenged, Home Office (HO) Commercial were delivering a fundamental change to drive the right behaviours, focus on welfare and on holding suppliers to account for quality, at the best price and attracting new entrants to the market.

Our procurement approach enabled the Home Office to bring suppliers with us, through the negotiated procedure, and deliver a successful outcome.
