Government Commercial Function

The Outsourcing Playbook, launched in February 2019 introduced 11 key policy reforms to improve how we assess, procure, and manage public services; improving value for money and providing excellent services to citizens. A two year implementation programme was agreed by Ministers to embed the Playbook across all central government departments and arm’s-length bodies. This submission outlines how the programme team has increased outsourcing and insourcing capability through a learning and development programme that has led to improved performance and the embedding of the reforms into business processes.
